
The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.
Those members present were: Jim Stone – Presiding Commissioner
Dale Lawler – South District Commissioner
Rick Fosnow-North District Commissioner
Rick Watson- County Clerk
At 9:10 a.m. Commissioner Stone brought the meeting to order.
The agenda was approved as presented.
The minutes from the Tuesday, August 27th, 2024 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.
Expenditures from the following were approved to be paid:
Employee Benefits Law Enforcement Department Road and Bridge
General County Government August Elections Buildings and Grounds
Juvenile Office Law Enforcement Fund
The Commission had discussion on the tax freeze ordinance for senior citizens.
The Commission reviewed culvert bids from Tuesday’s meeting.
Dennis Bowers, Road and Bridge Supervisor, attended the meeting to discuss the culvert bids. He stated that after reviewing the bids, Viebrock Sales, of Sedalia, had the lowest prices on the ADS pipe, and Metal Culverts, of Jefferson City, had the lowest prices on the aluminized culverts. Dennis shared that both Viebrock and Metal Culverts are the current vendors for the respective pipe purchases. After discussion, Commissioner Fosnow made a motion to award the pipe purchase bids to Viebrock Sales of Sedalia, for the ADS pipe, and Metal Culverts, of Jefferson City, for the aluminized pipe. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.
Dennis shared that the project on NW 1101 Rd, in Bogard Township is complete. He also shared with Donna Graser, that the job was done. All he has left is to haul off some dirt, at her request. The traffic counters will be pulled.
Dennis shared that the crew is installing a pipe at a drive way entrance on SE 1001 Rd, in Leesville Township. They will be placing shot rock next week. He plans to begin work on replacing a bridge deck on SW 131 Rd, Fairview Township, next week.
The Commission called attorney Ivan Schraeder; a message was left. Minutes later, Ivan returned the call. At 10:44 Commissioner Fosnow made a motion to go into closed session via RSMo 610.021(1) to discuss legal matters. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.
At 10:46 Commissioner Fosnow made a motion to end the closed session. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.
The Commission discussed aspects of the Decommissioning agreement with Ranger Power.
