
The Henry County Commission convened Tuesday morning for the 18th day of the April Term, addressing several key issues ranging from courthouse maintenance to infrastructure projects and emergency preparedness.
Presiding Commissioner Jim Stone called the meeting to order at 9:01 a.m. with Commissioners Mark Larson and Jake Bradley in attendance, along with County Clerk Kelly Marriott. The agenda and previous meeting minutes from May 29 were approved unanimously.
The Commission approved expenditures for multiple departments including Law Enforcement, Court Administration, Recorder of Deeds, Circuit Clerk, Road and Bridge, Assessor, and others. The Recorder of Deeds fee sheet for May was also reviewed and approved.
A major topic of discussion was ongoing maintenance needs at the courthouse. Maintenance Supervisor Chris Wirsig presented quotes from two companies to replace damaged shingles and remove outdated HVAC pipes. Commissioners also discussed drainage problems in the courtyard and moat, along with other building maintenance priorities.
Assistant Emergency Management Director Jim Sublette addressed the Commission regarding the annual update of the county’s Emergency Operation Plan (EOP), which commissioners signed for submission to the state. Sublette also presented information on a FEMA-approved community storm shelter proposal. With Henry County facing a 17.8% chance of an EF1 or larger tornado, he recommended pursuing a Hazard Mitigation Grant to fund a shelter capable of holding 150 people. The shelter project is estimated at $125,000, with 75% covered by the grant. Sublette mentioned some citizens have expressed interest in helping cover the county’s portion of the cost.
At 10:02 a.m., the Commission met with Brett Cain from Great River Engineering and Road and Bridge Supervisor Dennis Bowers for an update on the bridge project on NW 400 Road in White Oak Township. Despite rain, flooding, and theft delays, the project is still on track to open by the end of the month. Commissioners agreed a one- to two-week grace period would be acceptable if needed.
Bowers also briefed the Commission on recent roadwork, including the emergency installation of a culvert at NW 801 Road and Highway 18 in Davis Township. The collaboration with MoDOT and Davis Township was praised as the work was completed significantly ahead of MoDOT’s timeline.
Other Road and Bridge updates included progress on SE 450 Road in Leesville Township and SW 1601 in Walker Township. Commissioners also received updates on the county’s road inventory and MoDOT ordinance inquiries.
At 10:25 a.m., the Commission entered a closed session to discuss legal matters. The session concluded at 10:39 a.m., and the meeting was officially adjourned at 10:40 a.m.
The next scheduled Commission meeting will continue addressing county business and infrastructure developments.
