
The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri on Thursday November 7th, 2024.
Those members present were: Jim Stone – Presiding Commissioner
Rick Fosnow-North District Commissioner
Dale Lawler – South District Commissioner
Rick Watson – County Clerk
At 9:00 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Tuesday, November 5, 2024 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.
Expenditures from the following were approved to be paid:
Circuit Clerk Road and Bridge Law Enforcement Fund
Court Administration Tri County Child Support November Elections
27th Circuit Treatment Court
Emergency Management Director Mark Hardin met with the Commission to share that the state has pulled funding for the Salamander inventory software. He shared that the county will need to pay the $2750 annual fees. The group discussed a cost share with the other entities that use the software, such as the City of Clinton and 911 Central Dispatch. Mark shared that he would contact the city.
Clerk Rick led discussion on relocating the Emergency Management Office to the Courthouse, as the old jail location has mold issues. He also shared that the county would save costs on utilities and insurance costs should the building get sold. The group discussed moving the office to the basement of the courthouse. There was much discussion regarding records that are housed at the old jail and the need to find another location. Also discussed were the communication towers that are on the property.
Clerk Rick provided email correspondence from the county attorney, Ivan Schraeder, regarding the Decommissioning Agreement with Ranger Power. The Commission tried to call Ivan, but left a message.
A call was made to Pete Endres, of Ranger Power. Commissioner Stone shared that the county wants the same type agreement between Warren County and Ranger Power.
Commissioner Lawler shared that Davis Township has had a few planning and zoning meetings, Walker Township has updated their Planning and Zoning Master Plan, but he hasn’t been contacted from either Bear Creek or Deepwater Township in regards to their planning and zoning plans.
Stephen Smith met with the Commission. He asked questions regarding the bonds of the Beavertail solar panel project. He also asked about the county mowing portions of NW500 Rd in Honey Creek Township. Commissioner Lawler shared that the Commission has already agreed to begin mowing that portion of the road next year. Stephen shared of the conservation road at the entrance to the Conservation Wildlife area in Big Creek, north of NW800 Rd and west of NW1001 Rds.
The Commission received a return call from Pete Endres, of Ranger Power. He stated that Mark Brady, their attorney would be sending a draft of the Decommissioning Agreement within the next few days. Commissioner Lawler stated that he wants verbiage in the agreement that increases the surety bond at the rate of inflation. Pete stated that he agreed to put that in the agreement.
At 10:50 Commissioner Lawler made a motion to adjourn, Commissioner Fosnow seconded with a roll call vote of Lawler – yes, Fosnow – yes, and Stone -Yes.
