
The Henry County Commission met on Tuesday October 22nd at 9AM at the Henry County Courthouse in Clinton, Missouri. The following are the meeting minutes.

Those members present were: Jim Stone – Presiding Commissioner
Rick Fosnow-North District Commissioner
Dale Lawler – South District Commissioner
Rick Watson – County Clerk
At 9:00 a.m. Commissioner Stone brought the meeting to order.
The minutes from the Thursday October 17th, 2024 meeting were read; Commissioner Fosnow made a motion to approve the minutes. Commissioner Lawler seconded the motion, motion carried.
Expenditures from the following were approved to be paid:
Road and Bridge Emergency Management Law Enforcement Training
Circuit Clerk Coroner ARPA Fund
Law Enforcement Fund Buildings and Grounds Employee Benefits
Law Enforcement Department
The Commission returned a call to Mercedes Rogers at 9:17. A message was left.
Emergency Management Director Mark Hardin shared a grant the department has been awarded from the Truman Lake Foundation. The grant totaled $2,615.00 to be used for the purchase of 100 weather radios with bed shaker attachment. Mark shared that the radios will be given out to residents.
Clerk Rick shared of a meeting he had with the county’s insurance company, Mike Keith Insurance. He shared that the current provider will no longer insure against cyber security threats, but Mike has an alternative company that can provide the policy. The group discussed insurance limits set on the county real property.
The Commission discussed training needed by the Emergency Management personnel.
The group discussed a Road Maintenance Agreement with Evergy, as they deliver a substation to connect to the Ranger Power solar project. Commissioner Lawler shared that he believed they would only be using state roads to get to the location. The Commission called TJ with Burns and McDonnell. TJ stated that he would find out the exact location for the substation and the roads needed by Evergy for delivery.
Dennis Bowers, Road and Bridge Supervisor, shared that he has received a work order from Great River Engineering for the bridge on NW1501 Rd, in Bogard Township, but he has found an error on it that needs to get corrected.
Commissioner Stone shared that he has received a request from Gilmore and Bell regarding a sales tax exemption for Ranger Power for construction materials for the Beavertail Project. The Commission had discussion, but did not make a decision on the request.
At 10:00 a.m. Commissioner Fosnow made a motion to go into closed session via RSMo 610.021(3) to discuss personnel matters. Commissioner Lawler seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.
At 10:05 Commissioner Lawler made a motion to end the closed session. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote of Lawler – yes, Fosnow – yes, and Stone – yes.
Dennis Bowers presented an amended work order for the bridge on SW1051 Rd. The Commission agreed to sign it.
Commissioner Fosnow shared that Lane Taff called about a stolen stop sign on NE951 Rd in the
Windsor Special Road District. Dennis stated that he would contact the special.
The Commission discussed the Senior Citizens Tax Freeze Ordinance.
At 10:45 Commissioner Fosnow made a motion to adjourn, Commissioner Lawler seconded with a roll call vote of Lawler – yes, Fosnow – yes, and Stone -Yes.
