Henry County Commissioner Meeting Minutes from 10/15/24

HENRY COUNTY COMMISSION, HENRY COUNTY MISSOURI

TUESDAY OCTOBER 15th, 2024, 5th DAY OF THE OCTOBER TERM

The Henry County Commission met pursuant to adjournment at the courthouse in Clinton, Missouri.

Those members present were: Jim Stone – Presiding Commissioner
Rick Fosnow-North District Commissioner
Dale Lawler – South District Commissioner
Rick Watson – County Clerk

At 9:02 a.m. Commissioner Stone brought the meeting to order.

The minutes from the Thursday October 10th, 2024 meeting were read; Commissioner Lawler made a motion to approve the minutes. Commissioner Fosnow seconded the motion, motion carried.

Expenditures from the following were approved to be paid:

Road and Bridge Prosecuting Attorney Buildings and Grounds

General County Government Assessor Administrative Handling Cost

Law Enforcement Department Elections Prosecuting Attny Training

County Payroll

Commissioner Lawler shared of a conversation he had with Austin Rehagen, of the DNR, in regards to the culvert replacement at the intersection of SW1101 and SW900 roads in Bear Creek, Deepwater, and Wagner SRDs. Austin stated that the project is ongoing, working on obtaining easement agreements with the property owners.

At 9:15 the Commission met with Captain Jacque Watson, the Jail Administrator. Jacque shared that the recent computer upgrades done at the jail did not come with an extended warranty on the backup battery system. She presented the Commission an agreement with Eaton, to provide the extended warranty. She explained that the county’s IT vendor recommends the county to make the agreement, as replacement of the equipment would exceed $20,000.00. After discussion, Commissioner Lawler made a motion to sign the agreement for the extended warranty for the annual cost of $2558.25. Commissioner Fosnow seconded the motion. The motion passed with a roll call vote oF Lawler – yes, Fosnow – yes, and Stone – yes.

The Assessor’s Quarterly Reimbursement documents were reviewed and approved.

The Commission discussed an email, from Ivan Schreader, regarding the county’s provisions on Eminent Domain on the Chapter 100 agreement.

Clerk Rick shared of the amended budget public hearing on Thursday, October 17.

The group discussed courthouse security.

The Commission discussed the concrete work done on NE91 Rd in Bethlehem Township.

Dennis Bowers, Road and Bridge Supervisor, met with the Commission. He shared of the bridge inspection on NE681 Rd in Deer Creek Township. The MoDot inspector stated that the bridge structure was fine, but the deck planks needed to be replaced. Dennis provided 2 options to replace the deck, the first at a cost of $5,000, was to purchase 3 ½ oak planks in Windsor, then apply linseed oil to protect it, or the 2nd option of purchasing 3” planks from Menards that is all ready to install, at a price of $7,000. The Commission decided to purchase the planks from Menards.

Dennis shared of a bridge on NW1151 Rd, in Bogard Township, that is on the MoDot repair list. He shared that it was recommended to replace a concrete apron on the south side. Dennis stated that he will get that done and removed from the repair list. Dennis provided an easement agreement, from Joseph Murphy to make the needed repairs. The Commission signed the agreement, as well.

At 10:19 Commissioner Fosnow made a motion to adjourn, Commissioner Lawler seconded with a roll call vote of Lawler – yes, Fosnow – yes, and Stone -Yes.
