Bill No. 2023-27 – An Ordinance of the City Council of Clinton, Missouri adopting a Drug and Alcohol Testing Policy for the Clinton Area Transportation Service (ATS).

  1. Fee Schedule for FY 2023/2024

Bill No. 2023-28 – An Ordinance of the City Council of Clinton, Missouri to establish fees for city services.

  1. Pay Plan for FY 2023/2024

Bill No. 2023-29 – An Ordinance approving the pay plans for the City of Clinton, Missouri for Fiscal Year 2023-2024.

  1. Budget for FY 2023/2024

Bill No. 2023-30 – An Ordinance approving and adopting a budget of anticipated cash revenues and expenses for the various funds and accounts of the City of Clinton, Missouri for the fiscal year ending September 30, 2024 and appropriating the amounts set out for each item of general operations and capital expenditures.

  1. Proposed code changes: Updated verbiage on the Transfer Station Regulation Ordinance. Commercial sources will include rental properties. PWC recommends, 3-0, that the proposed code changes be approved. Council Person Jackson asked that we get clarification from our attorney regarding fines for violations.

Bill No. 2023-31 –  An Ordinance of the City of Clinton amending Section 42-25 of the Code of Ordinances regarding the Transfer Station.

  1. Public Works Committee Report
  2. 1. Street Department: 
  3. Hillcrest Drive Project update: Bid opportunity, handled by Murray Co./GVMH, advertised through Building Connected. Bids due on 9/14.  
  4. 2. Park & Rec:
  5. Hurt Park Improvement Project: Bollard covers installed, picnic tables installed, Rotary making improvements to basketball court, restroom electrical completed, fixtures need to be installed.
  6. Boiler building: Materials for building scheduled for delivery today. Plan to start construction on 9/13.
  7. Pickle ball Court: Pickleball players donated $310.00 for outdoor courts.
  8. Artesian pool: Floor refinished. Westport will complete punch list.
  9. Staffing issues for the pool: Continuing to advertise for open positions. Beginning conversations with firms for management services.
  10. 3. Waste Water: 
  11. SCADA system: Pedrotti completed repairs. System now running. System needs to be replaced.
  12. Plant operation: One clarifier is not running off of computer system.
  13. I & I project:
  • Manhole Inspection: AWR SWAT team in Clinton doing MH inspections.
  • Camera inspection: Ace Pipe is preparing a quote.
  1. Sampler Installation Update: Still waiting for installation.
  2. Renewal of contract for management services with Alliance Water Resources: Public Works Committee recommends approval of contract addendum.

Resolution No. 12-2023 – A Resolution of the City Council of Clinton, Missouri authorizing a Memorandum of Agreement between the City of Clinton (CITY) and Alliance Water Resources, Inc. (ALLIANCE).

Bill No. 2023-32 – An Ordinance of the City of Clinton Regarding Amendment #3 to a Grant Agreement between the City of Clinton (CITY) and the Missouri Highway and Transportation Commission (COMMISSION) for Airport Apron Reconstruction Phases Two And Three.

Individuals desiring to speak at the meeting are asked to fill out a speaker card and submit it to the Clerk prior to the call to order. Speakers are respectfully asked to limit their comments to three (3) minutes or less. Speakers will be called on to speak during the appropriate portion of the meeting.
