Bill No. 2023-26 – An Ordinance approving Supplemental Agreement No. 1, for Construction Inspection Services, to an agreement between the City of Clinton (CITY) and Garver, LLC (GARVER) for MoDOT Project No. 23-022a-1, the Clinton Regional Airport Terminal and Road Improvement Project.

- 1. Street Department
- GVMH & OakStar Drive: CJW engineer recommended Option 3 was the best route which includes removal of the existing roadway, 7” of new asphalt, 7” of compacted base and 24” of LVC. The total cost of Option 3 is $270,000 which would give the City a cost share of $160,000. PWC recommends, 3-0, that Option 3 be recommended to City Council.
- Transfer Station
- 1. Proposed rate changes: Slight increase for household trash fees, remove the verbiage for small and standard truck bed under household trash. Demolition materials will be Household only, no Business Demolition materials will be allowed. PWC recommends, 3-0, that the proposed fee changes approved.
- 2. Proposed code changes: Updated verbiage on the Transfer Station Regulation Ordinance. Commercial sources will include rental properties. PWC recommends, 3-0, that the proposed code changes be approved. Council Person Jackson asked that we get clarification from our attorney regarding fines for violations.
Bill No. 2023-31 – An Ordinance of the City of Clinton amending Section 42-25 of the Code of Ordinances regarding the Transfer Station.
- Park & Recreation
- Hurt Park Improvement Project: Getting close to finishing up; waiting on the plumbing to be finished in the bathrooms, tables are put together, bollard covers on the ADA parking spots still need to go on. The replacement slide that is an enclosed spiral slide will cost $10,700 plus $2,500 shipping. PWC recommends, 3-0, purchasing the enclosed spiral slide for $13,200.
- Boiler Building: Should start on the building next week.
- Artesian pool pumps: The drop side pump should be finished this week. Pool will be drained after Labor Day and then they will install the drop side pump and remove the other pump that needs rebuilding and install it before next summer. After Labor Day, Westport will come back and finish up what items they need to complete on the Pool House.
- Request from CHART to use the Tennis Courts @ Artesian Park for Pickleball Tournament: Rental fee would be $100 unless the fee is waived for them. Bruce Dewsberry donated the $100 fee for the tournament.
- Indoor Aquatic Center schedule: Still understaffed, looking for two full time positions as well as the Full Time Assistant for Shannon. Currently not enough lifeguards to cover the 11am to 1pm open swim for the month of September.
- Wastewater Department
- Inspection/pole camera: Cost for the team to do the inspection will be $7,500 for the week, this covers their wages, transportation, lodging. The new equipment arrived Monday and staff is setting it up to use.
- Sampler: Couple more weeks before it will be installed.
- July Operations Report: Lots of debris from the storm. Generator failed; new batteries installed. Signage has been added at all of the Lift Stations with Emergency numbers. The dialer is up and operating again.
- MO DNR Regionalization Project/Stoneridge Sewer Treatment Facility: October 3rd will be their first meeting, will know more after that. They will have to install a Lift Station there.
- Late Friday night, early Saturday morning the PLC at the plant went out and shut everything down. Steve worked with Empire Electric over the phone to try and fix it and they were able to get ¼ of the things running again. A part has been ordered and should be in today. Hopefully, this will fix it. Currently they are manually turning everything on and off. The PLC may need to be replaced

Bill No. 2023-29 – An Ordinance approving the pay plans for the City of Clinton, Missouri for Fiscal Year 2023-2024.

Bill No. 2023-30 – An Ordinance approving and adopting a budget of anticipated cash revenues and expenses for the various funds and accounts of the City of Clinton, Missouri for the fiscal year ending September 30, 2024 and appropriating the amounts set out for each item of general operations and capital expenditures.

Bill No. 2023-27 – An Ordinance of the City Council of Clinton, Missouri adopting a Drug and Alcohol Testing Policy for the Clinton Area Transportation Service (ATS).
