Bill No. 2023-19 – An Ordinance of the City Council of Clinton, Missouri to authorize the inclusion of Code Of Ethics Standards into the City Of Clinton Personnel Manual.

  1. Annual Conflict of Interest Policy

Bill No. 2023-21 – An Ordinance to establish a procedure to disclose potential conflicts of interest and substantial interests for certain officials.

  1. Local Park Sales Tax

Bill No. 2023-22 – An Ordinance providing for the submission to a vote of the people the question of a Local Parks Sales Tax.

  1. Local Street Sales Tax

Bill No. 2023-23 – An Ordinance providing for the submission to a vote of the people the question of a Transportation Sales Tax.

  1. Committee Reports: 
  1. Public Works Committee Report
  2. 1. Street Department: 
  3. Seal Coat Bids: Recommend, 2-0, bid from Vance Brothers be accepted, including condition that project will not be done until late-Spring or early-Summer 2024. Striping costs will be reallocated.
  4. Right-in/right-out at MO Hwy 7/13 and Hillcrest Drive: Recommend this project extend approx. 100 ft. from the MoDOT ROW, to go past Everhart’s driveway. Recommend that it be included with Commerce Drive extension project.

 

  1. Boom mower: Out of service, but should be back in service by later today (8/8).
  2. Storm clean-up: TJ expressed appreciation to the many citizens who went above and beyond what they were required to do regarding storm clean-up. Many citizens assisted with clearing streets and public ROWs.
  3. Blocked roadways: Some roadways remain blocked after the storm, due to utility lines being intermingled with the trees.
  4. 2. Park & Rec:
  5. Hurt Park Improvement Project: Westport still needs to install bollard covers and remove debris. City will complete installation of restroom fixtures. Clinton Rotary will re-paint the basketball court. City is ordering a new slide for 5-12 year olds.
  6. Boiler building: Contractor scheduled to start building within the next 1-2 weeks. Should complete in 30 days or less.
  7. Artesian Pool: Pump for double-slide will be repaired. Also need leaks at filter system and recycling pump repaired.
  8. Staff vacancies: The Park Aid and Aquatics Aid positions are still vacant. Interviews are being held. 
  9. 3. Waste Water:
  10. Internet Upgrade: WWTP internet service is inadequate. AWR is considering options for alternate service.
  11. Manhole inspections / pole camera: AWR would like to purchase a MH inspections camera, this year, in lieu of the brush-hog and trailer that were originally budgeted. The cost will be the exact same.
  12. Sampler installed mid-August: The permanently mounted influent sampler for testing BOD and COVID will be installed. We have the sampler, the electrical work still needs to be completed.
  13. Calvird pump 1: Completed
  14. I & I Plan: AWR has completed a schedule for more in-depth testing of a defined area.
  15. Compost: Thank you to AWR for offering extended hours after the storm.
  16. 4. Community Development:
  17. Monthly Building Report: Info only.
  18. Planning Commission: Application by Tightwad 2020 LLC to rezone the property commonly known as 500 N. Water Street from R-1 Single-Family Residential to R-2 Two-Family Residential, for the purpose of constructing a duplex. Planning Commission recommends approval, 5 Ayes, 0 Nays, 4 Absent. PWC recommends approval, 2 Ayes, 0 Nays, 1 Absent.

Bill No. 2023-25 – An Ordinance approving the re-zoning of land in Clinton, Missouri from R-1 Single-Family Residential to R-2 Two-Family Residential.

Resolution No: 11-2023 – A Resolution of the City of Clinton, Missouri, regarding qualification of vendors providing towing services in the City of Clinton, Missouri.

Bill No. 2023-26 – An Ordinance approving Supplemental Agreement No. 1, for Construction Inspection Services, to an agreement between the City of Clinton (CITY) and Garver, LLC (GARVER) for MoDOT Project No. 23-022a-1, the Clinton Regional Airport Terminal and Road Improvement Project.

  2. 1. Appoint Sheila McClain to the Housing Authority as the Resident Board Member, as a replacement for Ruth Rogers, with a term expiring in December of 2027.
