7) Second Reading of Previously Read Bills:

          a     SFY 2023 ARPA FPG Award Letter and Sub Award Agreement

Bill No. 2023-06 – An Ordinance of the City of Clinton regarding a subaward agreement between the City of Clinton (CITY) and the Missouri Department of Public Safety (MO DPS) for a fire protection grant.

8) Committee Reports:

A Public Works Committee Report:

     1. Transfer Station Spring City Wide Clean Up (Proposed Dates April 24-29): The Committee recommends the proposed dates of April 24-29.

     2. Park & Rec:

a.  Pool House Renovation Update: Metal roof should be delivered this week, concrete will be poured on Thursday.

b. Artesian Pool Parking Lot Update: CJW flew the area with a drone on March 10th to collect data on size and elevations.

c Aquatic Center Boiler Building: Putting bid specs together.

d Hurt Park: Westport is waiting for good weather to start.

e Park Board:

1. Discussion about striping Artesian tennis courts for Pickleball.

2. Youth sports programs will accept registration for individuals only.

     3. Wastewater:

a. Calvird Pump Station update: Working out date for Sunbelt to set up by-pass pumping. Alliance Pump will coordinate.

 

b. SSSP: No significant updates. Will report if there is a change.

c. Remote monitoring devices for Calvird, Deer Creek, and Montgomery pump stations (Capital Improvement item): Placing work order for installation of monitoring devices.

d. Upper-Level Pump update: Projected ship date is April 11.

e. WWTP Permit Renewal: Permit will be published for 30-day comment period.

f. Alliance is working on a long term solution to staffing issues.

     4. Community Development:

a) The Clinton Planning Commission held a Public Hearing on Monday, March 6, 2023 at 6:00 p.m.  The Planning Commission reviewed an application by Barry Glasscock for a Conditional Use Permit to allow residential use on the ground floor at the property commonly known as 114 S. Main Street. The Planning Commission made a motion to approve. 6 Ayes; 0 Nays; 3 Absent. Committee recommends approval 3-0.

Bill No. 2023-07 – An Ordinance approving a Conditional Use Permit for residential use at 114 S. Main Street.

    5. Gary Mount expressed his concerns about trash, speeding, vehicles on properties and the Second Street walking/biking lane.

Bill No. 2023-09 – An Ordinance of the City of Clinton regarding a Sub-Award Agreement between the City of Clinton (City) and the Missouri Department of Public Safety (MO DPS) for an Emergency Medical Service Providers Grant.

1. Park and Recreation Surplus Mower Bid Tab

2. Update on Financial Software System

3. Notices from the Missouri Department of Revenue with sales tax expiration dates
